This study focuses on enhancing emergency management in the Kurdistan Region of Iraq by analysing the current system and proposing a modernized approach using information systems. The analysis reveals current system limitations due to outdated technology and slow response times. To overcome the underlying challenges, we propose a proactive technology-driven framework based on a user-friendly mobile application with accurate geographic location data. In-situ testing verifies its potential to reduce response times to approximately 10 minutes, aligning with the average worldwide range.
